ola eu gostaria de saber oq precisa pra adicionar adm master no server de cs.

ADM já é Master, na verdade quem faz essa divisão são as flags, flags são as letras lá quando você coloca o ADM, cada uma delas te dá algum comando.

EX:
"Nick" "Senha" "abcdefghijklmnopqrstu" "a" /// ADM MASTER
"Nick" "Senha" "acgmnoqrtu" "a" /// ADM COMUN

Para saber qual o comando que cada letra libera vá na pasta:
cstrike\addons\amxmodx\configs

e abra o arquivo:
cmdaccess.ini

Lá você encontrará as letras e os comandos que cada uma delas libera.

EX:
"amx_kick" "c" ; admincmd.amxx

Ou seja, o ADM que tiver a letra C em suas flags, irá poder usa o comando amx_kick
